Before transmission started for the day these would be broadcast so folks could know what channel they were tuned into, check the picture quality, and make fine adjustments on their tv sets if needed. I recall they might occasionally pop up with the broadcaster was experiencing "technical difficulties", though South Pacific Television and later TNVZ channels also had slides of the TV Kiwi tripping over a power cord or looking at a broken screen which they used when things went wrong.
