The plan was for a new not-for-profit autonomous Crown entity, with TVNZ and Radio New Zealand becoming subsidiaries, with all staff transferring to the new organisation, under the leadership of a new board.

Early 2023 saw a change in PM and the Labour Government reviewing their plans in the leadup to an election in October of that year. This policy, which didn't seem to have much in the way of public or broadcasting sector support was the first one to be dumped.
